The Afghanistan Telecom Regulatory Authority (ATRA) is the sole authority for the issuance of telecom licenses and permits in Afghanistan. ATRA issues licenses for mobile telecom services, new and modern technologies, and supportive services through the Telecom Development Fund (TDF).
ATRA issues the licenses to the applicants through a competitive process. The licenses shall be valid for a period of 15 years based on the terms and conditions stated in the license. ATRA issues the following types of licenses:
GSM License
Local Fixed Service Providers License (LFSP)
Internet Service Provider License (ISP)
Global Mobile Personal Communication Services License (GMPCS)
Technical and Technology Service Provider License (TTSP)
Telecom Equipment Importers License (TEI)
